This bill requires the secretary of state to develop and mandate annual training for police department personnel and state police officers on the Address Confidentiality Program (ACP), which helps protect victims of domestic violence, stalking, and other crimes by providing them with a confidential address. The training, to be developed in coordination with victim services and domestic violence prevention offices, will cover the program's purpose and benefits, procedures for identifying and assisting eligible victims, guidelines for maintaining confidentiality, and protocols for supporting program participants. The training must be incorporated into existing police training programs, including basic and in-service courses, and will be mandatory for all police officers and state police officers. The division of criminal justice services and the state police superintendent must provide confirmation of training completion to the secretary of state, who will then include this information in an annual report to the legislature detailing the program's participation and mail forwarding statistics. The bill will take effect 180 days after becoming law.
