This bill requires the secretary of state to develop and mandate annual training for police department personnel and state police officers on the Address Confidentiality Program (ACP), a program designed to protect victims of domestic violence, sexual assault, stalking, and other crimes by providing them with a confidential address. The training will be comprehensive and must include information about the program's purpose and benefits, procedures for identifying and assisting eligible victims, guidelines for maintaining confidentiality, and protocols for coordinating support services. The training must be incorporated into existing police training programs, including basic courses and in-service programs. Both local police departments and state police will be required to complete this training, and the Division of Criminal Justice Services and the State Police Superintendent must provide confirmation of training compliance to the secretary of state. Additionally, the secretary of state's annual report to the legislature will now include details about when training materials were received and when training was completed by each police department and state police officers. The bill will take effect 180 days after becoming law, giving agencies time to develop and implement the new training requirements.
