This bill temporarily amends the Uniform College Athlete Name, Image, or Likeness Act of 2022 to expand the ways educational institutions, conferences, and athletic associations can support college athletes in managing their Name, Image, and Likeness (NIL) opportunities. Specifically, the bill now allows these organizations to help athletes select, arrange, or provide payment to NIL agents, and to assist in selecting, arranging, or collecting payments from third parties involved in NIL agreements. The bill removes previous prohibitions against institutions providing compensation to athletes for the use of their NIL. Additionally, the bill delays the applicability of expanded financial disclosure requirements for certain boards and commissions until January 1, 2026. The legislation is temporary, set to expire 225 days after taking effect, and must undergo a 30-day Congressional review period before becoming law in the District of Columbia.
