This bill directs the Governor's Energy Office and the Office of Policy Innovation and the Future to design a Maine Home Energy Navigator and Coaching Pilot Program in collaboration with several state agencies. The pilot program aims to provide comprehensive energy support to residential consumers, including homeowners and renters, with a particular focus on low-income and underserved communities. Specifically, the program will offer community-based energy coaching services to help consumers understand and navigate energy efficiency and clean energy investments, access grants and rebates, prioritize energy-saving opportunities, and review contractor recommendations. The program will integrate strategies like weatherization to reduce heating and cooling costs and minimize grid demands, while also seeking to minimize potential liability risks through the use of grant funds and private partnerships. By February 1, 2026, the offices must submit a detailed report to the Joint Standing Committee on Energy, Utilities and Technology, which will include program design specifics, technical assistance materials, cost estimates, target consumer numbers, and an implementation timeline. The committee may then propose legislation based on this report for the next legislative session.
