This bill authorizes the village of Kings Point in Nassau County to alienate (remove) 2.4817 acres of existing parkland along Steamboat Road and replace it with 5.76 acres of new parkland located on Middle Neck Road, specifically to provide additional parking for a community center being constructed by the United Mashadi Jewish Community of America. The bill includes several important conditions: first, the village can only alienate the existing parkland if it simultaneously dedicates the new land as parkland, with the stipulation that the new land has never been used for public open space before. Additionally, if the fair market value of the new parkland is less than the value of the alienated parkland, the village must use the difference to acquire additional parklands or make capital improvements to existing recreational facilities. The bill also requires that if any federal funding was previously used for the original parkland, the village must comply with federal requirements for parkland conversion, including obtaining approval from the Secretary of the Interior to ensure the new land is equivalent in value and usefulness.
