This bill establishes a pilot program to provide alternative dispute resolution (ADR) and navigation services for child support cases in family court. The program will be implemented in at least three counties, including two in a city with a population of one million or more, and will be run through community dispute resolution centers. When parties appear in court for child support matters, they will be advised of the program and, if appropriate and consenting, referred to ADR services. The program will offer culturally sensitive and language-appropriate services at no charge to participants. Trained mediators and facilitators will help parties try to reach agreements, with the ability to conduct proceedings electronically or in-person. If an agreement is reached, it will be submitted to the court for approval; if not, the case will return to court for a hearing. Additionally, the program will provide navigation services to help litigants understand court procedures, child support enforcement, job training resources, and potential consequences of non-compliance. Mediators will receive specialized training in child support legal requirements, and the program may include professionals with financial expertise to help resolve complex financial issues. The pilot program aims to make child support dispute resolution more accessible, efficient, and supportive for participants.
