This bill establishes an LGBTQ+ youth and young adult suicide prevention task force comprised of seven members appointed by the governor, temporary president of the senate, speaker of the assembly, and the commissioner of health. The task force members, who must have expertise in mental health and knowledge of LGBTQ+ youth issues, will serve for two years and be geographically representative of New York state. The task force's primary objectives include studying current mental health practices and suicide prevention efforts for LGBTQ+ youth and young adults up to age 24, recommending improvements to these practices, and determining potential reasons for high suicide rates in this population. The group will meet at least quarterly, with members receiving expense reimbursement but no compensation, and will be required to produce a preliminary report within 13 months and a final report within 22 months, including legislative proposals to implement their recommendations. The task force has the authority to request studies, hold public hearings, and establish advisory committees to support its work. The bill will take effect 60 days after becoming law and will automatically expire two years after its effective date.
