This bill provides Daniel Rizzo with retroactive Tier II membership in the New York State and Local Police and Fire Retirement System, specifically granting him membership status as of October 19, 2009, when he first began employment with the Monroe County Sheriff's Office. Currently a Tier 5 member employed by the City of Rochester, Rizzo will be deemed to have been a member of the retirement system on his original start date, despite not initially being enrolled. To take advantage of this retroactive membership, Rizzo must file an application with the retirement system's head within one year of the bill's effective date. As part of this retroactive membership, he will receive a refund of any employee contributions he made that would not have been required under Tier II status. The state will bear all past service costs associated with implementing this act, which are estimated at approximately $56,500, and the City of Rochester will see an increase of about $9,100 in annual contributions for the fiscal year ending March 31, 2026.
