This bill amends the Public Authorities Law to expand the reporting requirements for the New York State Energy Research and Development Authority (NYSERDA). Currently, NYSERDA must submit a semi-annual report to the governor, chairs of certain legislative committees, and publish it on their website. The bill adds the chairs of the senate energy and telecommunications committee and the assembly energy committee to the list of recipients. More significantly, the bill introduces a new requirement for the semi-annual report to include a comprehensive summary of all financial proceeds collected and administered by NYSERDA, such as assessments, fees, taxes, transfers, and surcharges imposed on energy consumers or power generators. The new seventh item in the report must provide a brief summary of these proceeds, including a description and basic accounting of all programs operated by NYSERDA, either independently or in collaboration with other state entities, that utilize these funds. The bill is designed to increase transparency about NYSERDA's financial activities and how it uses various energy-related revenues. The changes will take effect on the first day of January following the bill's enactment.
