This bill modifies the reporting requirements for the New York State Energy Research and Development Authority (NYSERDA) by expanding the list of entities to whom the authority must submit semi-annual reports. Currently, NYSERDA must submit reports to the governor, the chairs of the senate finance and assembly ways and means committees. The bill adds the chairs of the senate energy and telecommunications committee and the assembly energy committee to this list. The bill also enhances the reporting requirements by adding a new mandatory section (section 7) to the semi-annual report, which requires a brief summary of all proceeds collected and administered by the authority. This summary must include a comprehensive accounting of financial resources obtained through various means such as assessments, fees, taxes, transfers, and surcharges imposed on energy consumers or power generators. The bill also requires NYSERDA to describe the programs, whether operated independently or jointly with other state entities, that utilize these proceeds. The new reporting requirements aim to increase transparency about the authority's financial activities and program management. The bill will take effect on the first day of January following its enactment.
