This bill modifies the licensure requirements for fiscal intermediaries under the consumer directed personal assistance program (CDPAP), a service that helps individuals with disabilities hire and manage their own personal care assistants. The bill expands the definition of fiscal intermediaries to include not just the statewide fiscal intermediary, but also service centers for independent living that have been providing fiscal intermediary services as of January 1, 2024, and other entities at the commissioner's discretion. These fiscal intermediaries will be required to provide services with cultural and linguistic competency and are intended to offer consumers more choice in selecting their service provider. The bill removes previous language about procurement processes and subcontractor selection, instead allowing fiscal intermediaries to directly contract with managed care plans, long-term care plans, and social services districts. Fiscal intermediaries will be permitted to expand their services into areas of the state lacking choice, with approval from the department through an expedited process. The bill aims to increase flexibility and accessibility of fiscal intermediary services for consumers who use the consumer directed personal assistance program.
