This bill authorizes Dutchess County to offer an optional twenty-five year retirement plan, as provided in section 551 of the Retirement and Social Security Law, to specific deputy sheriffs who, through no fault of their own, missed the deadline to join this plan. The bill lists the names and start dates of these deputy sheriffs and requires Dutchess County to file a resolution with the state comptroller within 180 days of the bill becoming law, certifying that these employees did not negligently miss their opportunity to join. Once this is done, the listed deputy sheriffs will have one year to individually elect to participate in the twenty-five year retirement plan and receive its full benefits. The county will also be responsible for all associated past service costs, which can be spread over five years, and must provide an electronic election form and outreach to ensure affected employees are aware of their options.
