This bill authorizes Dutchess County to offer an optional twenty-five year retirement plan, as provided by section 551 of the Retirement and Social Security Law, to specific deputy sheriffs who, through no fault of their own, missed the deadline to join this plan. The county must file a resolution with the state comptroller within 180 days of the bill becoming law, certifying that these deputy sheriffs did not cause their own ineligibility. Once approved, these deputy sheriffs will have one year to individually elect to join the plan and receive its full benefits. The county will be responsible for all associated past service costs, which can be spread over five years, and will also be required to provide an electronic election form and notify affected employees of their option.
