This bill mandates that gas and electric utility corporations that use smart meters, which are devices that electronically measure and send energy usage data for billing and monitoring, must establish a usage monitor program for their residential customers. This program will allow customers to set their own monthly energy usage limits, measured in kilowatt-hours (kWh) for electricity or therms/hundred cubic feet (CCF) for gas, and will provide daily updates on their usage through the utility's website. Customers will receive electronic or mailed notifications when they reach half of their set usage threshold and again when they exceed it, with these alerts including an estimated monthly bill. Participation in this usage monitor program will be voluntary for residential customers, and the law will take effect one year after it is enacted.
