This bill mandates that gas and electric utility corporations in New York, which use "smart meters" (devices that electronically measure and transmit energy usage for billing and monitoring), must establish a "usage monitor program" for their residential customers. This program will allow customers to set their own monthly energy usage limits, measured in kilowatt-hours (kWh) for electricity or therms/hundred cubic feet (CCF) for gas, and will provide daily updates on their usage through their online utility accounts. The program will then electronically or by mail notify customers when they have reached half of their set threshold and again when their usage exceeds it, including an estimated monthly bill with each notification. Participation in this usage monitor program is optional for residential customers, and the law will take effect one year after its enactment.
