This bill establishes a public awareness campaign to combat elder financial exploitation, which is the illegal use of an older adult's money or property. The campaign, to be developed and run by the director in consultation with the superintendent of the department of financial services, will educate older adults and their caregivers or those with a fiduciary responsibility (legal duty to act in another's best interest) on how to prevent and identify financial exploitation. The campaign will use various methods like public forums, social media, and advertising, and will include information on the prevalence of exploitation in New York, risk factors, common scams, warning signs, reporting methods, protection strategies, and available resources for victims, including those from the elder abuse enhanced multidisciplinary team program.
