This bill establishes a comprehensive public awareness campaign about elder financial exploitation, which will be developed and conducted by the director in collaboration with the superintendent of financial services. The campaign aims to educate older adults and their caregivers about preventing and detecting financial abuse. Specifically, the campaign will use various communication channels like public forums, social media, radio, internet, and print advertising to distribute informational materials through area agencies on aging. The materials will cover seven key areas: (1) statistical data on elder financial exploitation in New York, including the number of victims and average financial losses; (2) risk factors for financial exploitation; (3) common types of financial scams and fraud; (4) indicators that an older adult might be experiencing financial exploitation; (5) methods for reporting potential financial abuse; (6) strategies for protecting against financial exploitation; and (7) resources for victims, including services from the elder abuse enhanced multidisciplinary team program. The goal is to provide older adults and their caregivers with the knowledge and tools to recognize, prevent, and respond to financial abuse.
