This bill amends the public authorities law to establish a more comprehensive reimbursement program for septic system projects, specifically introducing a new category called "enhanced septic system projects" which are advanced onsite wastewater treatment systems designed to significantly reduce environmental and public health impacts. The bill defines these enhanced septic systems as those that either reduce total nitrogen in treated effluent to 19 mg/l or quantifiably reduce environmental hazards related to phosphorous or per- and polyfluoroalkyl substances (PFAS). The legislation expands the existing state septic system replacement fund by creating two tiers of reimbursement: traditional septic system projects will continue to be reimbursed at 50% with a maximum of $10,000 per property, while enhanced septic system projects will be eligible for up to 75% reimbursement with a maximum of $25,000 per property. The bill aims to incentivize property owners to invest in more environmentally advanced septic systems by offering higher reimbursement rates, and it will take effect immediately for projects where a property owner has signed a participation agreement with a participating county.
