This bill amends the New York Public Authorities Law to establish a broader reimbursement program for septic system upgrades, specifically creating a new category called "enhanced septic system projects". These enhanced projects are defined as decentralized wastewater treatment systems that either reduce total nitrogen in treated effluent to 19 mg/l or significantly reduce environmental and public health impacts related to phosphorous or per- and polyfluoroalkyl substances (PFAS) in wastewater. The bill expands existing septic system replacement fund reimbursement rates, offering property owners up to 50% reimbursement (maximum $10,000) for standard septic system projects, and up to 75% reimbursement (maximum $25,000) for enhanced septic system projects. This change aims to incentivize property owners to invest in more environmentally friendly and technologically advanced septic systems that better protect water quality and public health. The bill will take effect immediately and apply to enhanced septic system projects for which property owners have signed a participation agreement with a participating county.
