This bill directs the Department of Health to create a new payment system, called an alternative payment methodology (APM), specifically for federally qualified health centers (FQHCs) to ensure people can still access and get better fertility care. This APM will provide payments to FQHCs that are separate from their usual payment systems, like the prospective payment system (PPS). The payments will cover the difference between what an FQHC actually paid for certain injectable fertility drugs (gonadotropin, GNRH antagonists, and GNRH agonists) under a federal program called Section 340B of the Public Health Service Act, and what they would have paid for those same drugs based on their average wholesale cost during 2024. This initiative aims to improve access to fertility treatments for Medicaid patients.
