This bill directs the Department of Health to create a new payment system, called an alternative payment methodology (APM), for federally qualified health centers (FQHCs) to ensure people can still get and afford fertility care. FQHCs are community-based health centers that provide care to underserved populations. This APM will provide payments to FQHCs that are separate from their usual payments, which are often based on a prospective payment system (PPS). Specifically, the APM will reimburse FQHCs for the difference between what they paid to acquire certain injectable fertility drugs (gonadotropin, GNRH antagonists, and GNRH agonists) for Medicaid patients under a special federal program called Section 340B of the Public Health Services Act, and what they would have paid for those same drugs based on their average wholesale cost during 2024. This measure is intended to help FQHCs continue offering these important services.
