This bill amends the Federal Insecticide, Fungicide, and Rodenticide Act to improve coordination between the Environmental Protection Agency (EPA) Administrator and the Secretary of Agriculture regarding pesticide oversight. The bill requires the EPA to develop risk mitigation measures for pesticides in consultation with the Department of Agriculture, including conducting and publishing an economic analysis of the potential costs to growers and other affected entities. The EPA must also coordinate with the Department of Agriculture to obtain agronomic use data and information about alternatives to specific pesticides when registering or reviewing pesticides. Additionally, the bill mandates coordination with the Departments of Agriculture, Interior, and Commerce when implementing actions related to endangered species protections for pesticide use. For each decision, the EPA must publish a description of the data used from the Department of Agriculture and explain why certain data may not have been used. The coordination requirements can be waived or modified if the EPA Administrator, Secretary of Agriculture, and pesticide registrant mutually agree, with such agreements to be publicly documented.
