This bill establishes a Tricare premium reimbursement program for Michigan National Guard members who have individual coverage through either the Tricare reserve select program or the Tricare dental program. The program, to be administered by the Department of Military and Veterans Affairs, will provide financial reimbursement to eligible recipients for their insurance premiums, contingent upon having sufficient funds in the Michigan National Guard member benefit fund. To qualify, National Guard members must not be on active duty and must not have coverage through other existing health insurance programs (such as employer-provided or private market plans). Applicants must submit a department-specified form with required information, which will be made available on the department's website. The bill also requires the department to create administrative rules for implementing the program and will only take effect if three related bills (Senate Bills 540 and 542, and House Bill 4962) are also enacted into law. The legislation aims to provide financial support to National Guard members by helping offset the costs of voluntary health and dental insurance coverage.
