This bill, known as the "Stop Anarchists From Endangering Cities Act" or the "SAFE Cities Act," requires the Attorney General to publish and regularly update a list of "anarchist jurisdictions" within 14 days of the act's enactment and every 180 days thereafter. An "anarchist jurisdiction" is defined as a state or local government that has failed to take reasonable steps to stop violence and property destruction. The Attorney General, in consultation with the Secretary of Homeland Security and the Director of the Office of Management and Budget, will identify such jurisdictions by considering factors like preventing law enforcement from restoring order during widespread violence, restricting police access to certain areas, defunding law enforcement agencies, or refusing federal law enforcement assistance. Additionally, the Director of the Office of Management and Budget must issue guidance to federal agencies on how to restrict or disfavor these identified jurisdictions from receiving federal grants to the maximum extent permitted by law. The bill aims to incentivize local governments to maintain public order and support law enforcement by potentially reducing their access to federal funding.
