This bill amends the Juvenile Curfew Act of 1995 to expand and modify juvenile curfew regulations in the District of Columbia. The bill extends the juvenile curfew to include 17-year-olds and establishes new provisions that allow the Mayor and the Chief of Police to implement extended curfew hours under specific circumstances. During June, July, and August 2025, the curfew will start at 11 p.m. daily. The Mayor can extend curfew hours across the District or in specific areas if public safety or property protection is at risk, with restrictions that curfew extensions cannot start before 8 p.m. or extend past 6 a.m., and cannot last more than 4 consecutive days without subsequent orders. The Chief of Police can also designate specific "extended juvenile curfew hour zones" based on recent criminal activity, intelligence about potential gatherings, or other public safety concerns. When enforcing these curfews, police must first issue verbal warnings and provide reasonable time for juveniles to disperse, and must capture these interactions on body-worn cameras. Notably, the bill allows Advisory Neighborhood Commissions, business improvement districts, and Main Street organizations to petition the Chief of Police to establish extended curfew zones, though the final decision remains at the Chief's discretion.
