This bill requires increased transparency for independent expenditure communications in New York by mandating detailed disclaimers on political ads. Specifically, any individual, entity, or political committee making an independent expenditure (a political communication not directly coordinated with a candidate) must include a disclaimer stating who paid for the communication and that it was not coordinated with any candidate. If the spender has received over $1,000 in contributions during the previous 12 months, they must also list their top three contributors by name. For organizations with a treasurer, the disclaimer must include the treasurer's name. The disclaimer must be prominently displayed and easily readable or audible, and must include the state board of elections' web address. The bill applies to various communication methods like direct mail, print, internet, radio, television, and telephone, and covers communications that advocate for or against a candidate or ballot proposal within 60 days of an election. The state board of elections is required to develop standardized rules for implementing these disclosure requirements within 180 days, and the law will take effect on the first day of January following its passage. The bill does not apply to candidates under the New York City Campaign Finance Board's jurisdiction.
