Bill Summary

Under this bill, if the secretary of administration determines that federal aid to Wisconsin that was previously authorized under an act of Congress is being withheld under an executive order of the president of the United States or in contravention of a court order, the secretary must do all of the following: 1. Determine the approximate amount of federal aid the state is being or is expected to be deprived of as the result of the executive order or contravention of the court order. 2. No later than 60 days after the date of the executive order or court order, submit a report to the governor and the legislature that describes in detail the amount of federal aid the state is being or is expected to be deprived of as the result of the executive order or contravention of the court order and identifies properties located in the state that are owned by the federal government and upon which the state may obtain a lien. 3. Request the attorney general to obtain a lien on one or more of the identified properties in a total amount not to exceed the approximate amount of federal aid the state is being deprived of under the executive order or in contravention of the court order. The bill requires the attorney general to attempt to obtain each such lien. 4. Authorize the release of all liens obtained by the attorney general under the LRB-3572/1 MPG:ajk&wlj 2025 - 2026 Legislature SENATE BILL 354 bill upon the state[s receipt of all federal aid previously withheld under the executive order or in contravention of the court order.
