This resolution amends the Rules of Organization and Procedure for the Council of the District of Columbia during Council Period 26 to allow the Committee of the Whole to take official action during a Council recess, subject to specific procedural requirements. Specifically, the Committee of the Whole can hold a meeting to take official action on a measure during a recess, but must provide public notice at least 48 hours in advance, including the meeting date, time, location, and a list of measures to be considered. Additionally, draft agendas and measure drafts must be circulated at least 24 hours before the meeting.
