This bill establishes the "Health Care Information Management Act," which requires hospitals to collect and submit detailed healthcare data to the state department of health on an annual basis. Specifically, hospitals must compile and report information about emergency medical services, including wait times from 911 call to emergency room arrival, patient treatment and release, and admission processing times. For other medical services, hospitals must track wait times for patients and pregnant individuals, report on births, and document fatalities related to specific conditions like asthma and pulmonary diseases. The bill mandates that all patient data be categorized by insurance status, including whether patients are uninsured, have Medicare (with specific part designations), Medicaid, employer-driven insurance, or private insurance at different metal levels (Bronze, Silver, Gold, Platinum). Starting in January 2027, the commissioner of health is required to submit an annual report to the governor, senate president, and assembly speaker, summarizing the compiled healthcare data. The act will take effect 180 days after becoming law, with provisions for preparing necessary regulations in advance of the effective date.
