This bill updates the definition of manufactured homes to include homes with or without a permanent chassis, requiring states to treat such homes equally in terms of financing, title, insurance, manufacture, sale, taxes, transportation, and installation. Under the Housing Supply Expansion Act of 2025, states must submit an initial certification to the Department of Housing and Urban Development (HUD) within one or two years (depending on the state's legislative schedule) confirming that their laws and regulations provide parity between manufactured homes with and without permanent chassis. States must also submit annual recertifications and attest that any new laws do not change their initial certification. If a state fails to submit the required certifications, it will be prohibited from manufacturing, installing, or selling "covered manufactured homes" (those without a permanent chassis). The bill also directs HUD to coordinate with other federal agencies to ensure consistent treatment of manufactured homes across federal regulations. Additionally, HUD is tasked with providing model guidance to help states comply with the new certification requirements, while maintaining existing federal preemption provisions for manufactured housing standards.
