This bill establishes a "blue envelope program" designed to improve interactions between law enforcement and individuals with autism spectrum disorder (ASD). The program requires the Massachusetts Department of State Police, in consultation with the Registry of Motor Vehicles and autism advocacy groups, to create special blue envelopes that provide written guidance on communicating effectively with individuals with ASD. These envelopes can hold a person's driver's license and registration and will include instructions for easy placement in a vehicle, such as attaching to the driver's side sun visor. Additionally, the municipal police training committee will be required to develop and include specialized training about this blue envelope program in their curriculum for law enforcement officers, with updates occurring at least every 5 years. The registrar of motor vehicles will make these blue envelopes available upon request to individuals with ASD or their parents/guardians. The program is set to take effect on July 1, 2026, giving state agencies time to develop and implement the necessary materials and training.
