Bill Summary

AN ACT IN THE COUNCIL OF THE DISTRICT OF COLUMBIA To amend, on an emergency basis, the Legalization of Marijuana for Medical Treatment Initiative of 1999 to extend the expiration dates of conditional licenses for medical cannabis cultivation centers, retailers, internet retailers, manufacturers, couriers, and testing laboratories for an additional year.

AI Summary

This bill extends the conditional licensing terms for medical cannabis businesses in the District of Columbia, effectively giving these businesses more time to operate under their existing licenses. Specifically, the bill changes existing law to convert one-year conditional licenses that were in effect as of December 17, 2024, to three-year conditional licenses, which will expire two years after their original expiration date. The change applies to various types of medical cannabis businesses, including cultivation centers, retailers, internet retailers, manufacturers, couriers, and testing laboratories. The bill eliminates the previous two-year time limit and provides these businesses with additional time to operate without requiring additional approval from the Alcoholic Beverage Control (ABC) Board and without incurring extra costs. The legislation is an emergency act that will take effect upon mayoral approval and remain in effect for up to 90 days, with an applicability date of June 28, 2025, ensuring continuity for medical cannabis businesses in the District of Columbia.
