This bill creates the Michigan Achievement Scholarship, a last-dollar financial aid program designed to help Michigan residents attend postsecondary educational institutions within the state. The scholarship aims to provide tuition-free pathways for community college students and scholarship assistance for students attending public and private universities. Eligible students must be Michigan residents who graduated high school or obtained a high school equivalency certificate in 2023 or later, and be enrolled full-time as first-time undergraduate students at eligible institutions. Students can receive the scholarship for up to 5 consecutive academic years, with no more than 3 years at community colleges, unless enrolled in a specific baccalaureate degree program. To qualify, students must maintain satisfactory academic progress, not be in default on federal student loans, and accept all available gift aid. The Department of Lifelong Education, Advancement, and Potential will administer the program, and eligible institutions must comply with tuition and fee restraint requirements. The scholarship is subject to annual appropriations and is intended to help students acquire the education and skills needed to succeed in Michigan's evolving workforce.
