This bill creates the Michigan Achievement Skills Scholarship, a financial aid program designed to support Michigan residents pursuing occupational training programs. To be eligible, participants must be state residents, have graduated high school or obtained a high school equivalency certificate in 2023 or later, be first-time enrollees in a qualified occupational training program within 15 months of graduation, not have previously earned an associate or bachelor's degree, and not have previously received a scholarship under this program. The Department of Lifelong Education, Advancement, and Potential will administer the scholarship, which covers up to the full tuition cost of a qualifying training program for a maximum of two academic years. Qualified programs include those defined in the Michigan Reconnect Grant Recipient Act or maritime trades programs with at least 150 clock hours of instruction over at least 8 weeks. The department will maintain a list of approved training programs, track scholarship recipients, and provide an annual report to legislative committees. The bill aims to help residents gain career skills needed for Michigan's evolving workforce, with the understanding that training institutions will not manipulate their existing financial aid programs to shift costs onto this new scholarship program. The bill is contingent on the passage of a related House Bill.
