This bill establishes a framework for the Secretary of Defense to create at least one National Security and Defense Artificial Intelligence Institute (AI Institute) at eligible host institutions, which are primarily senior military colleges. The AI Institute would focus on cross-cutting artificial intelligence (AI) research for national security and defense, establishing partnerships between public and private organizations including universities, government agencies, laboratories, and industry. The institutes would aim to create an innovation ecosystem for translating AI research into practical national security applications, support interdisciplinary research across multiple institutions, and develop the U.S. AI workforce. The Secretary of Defense can provide financial assistance to selected institutions through a competitive, merit-based review process, with funding lasting up to five years and potentially renewable for one additional five-year period. Authorized uses of funds include managing research datasets, developing AI system testbeds, conducting national security-related AI research, providing computing resources, offering technical assistance, and engaging in workforce outreach. Importantly, all financial assistance is restricted to U.S.-based entities, ensuring that research and development remain within the United States. The primary goal is to advance AI capabilities that can enhance national security and defense technologies while fostering academic and industrial collaboration.
