This bill, known as the Growing University Artificial Intelligence Research for Defense Act of 2025 or the GUARD Act of 2025, authorizes the Secretary of Defense to establish one or more National Security and Defense Artificial Intelligence Institutes. These institutes, which must be based in the United States and hosted by eligible institutions like universities or senior military colleges that conduct Department of Defense-sponsored research, will focus on critical artificial intelligence (AI) challenges and foundational science for national security and defense. They are intended to foster partnerships among various public and private organizations, including universities, non-profits, government agencies, and industry, to create innovation ecosystems that translate AI research into practical applications and products. The institutes will also support interdisciplinary research, development, and workforce training in AI-related fields. The Secretary of Defense can provide financial assistance to these institutes for activities such as managing secure data sets for AI training and testing, developing testbeds for evaluating AI systems, conducting research on AI for national security, providing access to computing resources, offering technical assistance, and engaging in outreach to broaden participation in AI research and the AI workforce. This financial assistance will be awarded through a competitive, merit-based review process for five-year periods, with the possibility of one renewal, and will not be provided to entities outside the United States.
