This bill modifies the conditions under which a school district can exceed its revenue limit, which is the maximum amount of money a school district can raise through property taxes and other sources. Specifically, it adds a new requirement that before a school board or the district's voters can approve a resolution to borrow money through a bond issue or to exceed the revenue limit, the Department of Public Instruction must certify that the school district is up-to-date on submitting all required financial information. This certification must be based on financial information provided no more than 14 days before the resolution is adopted. If a resolution is adopted without this certification, it will be considered void. The bill also makes conforming changes to existing statutes to incorporate this new certification requirement.
