Bill Summary

Under current law, the first date on which nomination papers may be circulated for the spring election is the December 1 preceding the election. The spring election is the election held on the first Tuesday in April to elect nonpartisan judicial, educational, and local officers. The presidential preference primary is also held at the spring election. Nomination papers for the spring election must generally be filed no later than 5 p.m. on the first Tuesday in January preceding the election. This bill changes the first date on which nomination papers may be circulated for the spring election to the November 16 preceding the election. The bill makes a similar change to a number of other provisions of law with dates that track with that date. LRB-4743/1 MPG:skw 2025 - 2026 Legislature SENATE BILL 453

AI Summary

This bill modifies multiple sections of Wisconsin statutes to change the earliest date on which nomination papers may be circulated for spring elections from December 1 to November 16. This change applies to various local government contexts, including town and village nomination processes, caucuses, and special elections for positions like county clerks, treasurers, supervisors, and municipal judges. The bill standardizes the start date for nomination paper circulation across different types of local elections, effectively extending the candidate nomination period by approximately two weeks. These modifications affect how local government officials can prepare and submit their candidacy documentation, giving potential candidates a slightly longer window to gather signatures and file their nomination papers. The changes are primarily technical in nature and do not substantially alter the fundamental election procedures, but provide more flexibility in the timing of local election preparations.
