This bill authorizes the town of Pembroke to issue one additional license for the retail sale of alcoholic beverages to be consumed off-premises, specifically at 256 Church Street. Despite existing limitations in Massachusetts General Laws Chapter 138, Section 17, the town's licensing authority can grant this special license with certain restrictions. The license will be subject to the same regulations as other alcohol licenses, but with unique provisions: the license cannot be transferred to a different location, though it can be granted to a new applicant at the same address if they provide good standing letters from the Department of Revenue and Department of Unemployment Assistance.
