This bill requires state universities and Florida College System institutions to develop and implement comprehensive safety policies and procedures designed to protect students, faculty, staff, and visitors from physical threats and potentially threatening conduct. The policies must designate a specific person responsible for coordinating safety responses and implementing safety measures, establish clear internal and external reporting protocols including potential law enforcement notification, outline protective measures such as class/work relocation and security escorts, provide timely updates to affected individuals about incident status, and ensure these policies are prominently posted on institutional websites. Each institution must conduct annual reviews of their safety policies to incorporate the latest best practices in threat assessment and campus security. The Board of Governors for state universities and the State Board of Education are authorized to create regulations and rules to support implementation of these requirements. The bill will take effect on July 1, 2026, giving institutions time to develop and implement these new safety protocols.
