This bill mandates that all state universities and Florida College System institutions must create and implement written safety policies and procedures to address acts of violence or attempted violence against a person, as well as credible threats, which are defined as a serious expression of intent to commit an unlawful act of violence. These policies must designate a person to coordinate responses and implement safety measures, establish clear reporting procedures to campus security or law enforcement when necessary, outline protective measures for those affected such as relocation or restricted access, provide timely updates on incidents, and be easily accessible on the institution's website and upon request. Furthermore, these institutions are required to review and update these safety plans annually to include current best practices in threat assessment and campus security, with the Board of Governors and the State Board of Education authorized to adopt regulations and rules to oversee this process, and the act is set to become effective on July 1, 2026.
