Bill Summary

Under current law, the state limits the power of local governments to enact laws on certain issues. This practice is called preemption. This bill repeals the preemptions of local governments from enacting or enforcing ordinances related to the following: 1. Regulations related to wage claims and collections. 2. Regulation of employee hours and overtime, including scheduling of employee work hours or shifts. For further information see the state and local fiscal estimate, which will be printed as an appendix to this bill.

AI Summary

This bill repeals two specific sections of Wisconsin state statutes (sections 103.007 and 109.09(3)) that currently limit local governments' ability to create and enforce their own employment regulations. By removing these preemption provisions, the bill would allow local governments (such as cities and counties) to establish their own ordinances related to wage claims, collections, employee hours, overtime, and work scheduling. Currently, state law prevents local jurisdictions from creating their own rules in these areas, but this bill would give local governments more autonomy to develop employment regulations that may be tailored to their specific local economic and workforce needs. The practical effect would be to expand local governments' powers to protect workers and regulate employment practices within their jurisdictions, potentially creating more diverse and localized approaches to labor standards across different municipalities in Wisconsin.
