This bill, known as the "Making Access To Cleanup Happen Act of 2025" (MATCH Act of 2025), amends the Agricultural Credit Act of 1978 to provide more flexibility for sponsors (defined as state and local governments, as well as Indian Tribes) in undertaking emergency watershed protection measures. The bill allows sponsors to incur costs for specified emergency watershed protection measures before formally agreeing with the Secretary of Agriculture, with the understanding that these preagreement costs may be considered part of the sponsor's contribution to the project if an agreement is subsequently reached. Within 180 days of enactment, the Secretary must identify a list of emergency watershed protection measures eligible for preagreement cost coverage and develop a state-level procedure for sponsors to request additional measures related to a specific natural disaster. However, the bill explicitly states that the Secretary is not required to enter into an agreement with a sponsor, and sponsors who undertake such measures before an agreement are assuming their own financial risk. This change aims to provide more operational flexibility and support for local and tribal governments responding to watershed emergencies.
