This bill, the Making Access To Cleanup Happen Act of 2023 (MATCH Act of 2023), amends the Agricultural Credit Act of 1978 to allow state or local governments, and Indian tribes, to undertake emergency watershed protection measures and have those pre-agreement costs be considered as part of their contribution towards the project costs if they later enter into an agreement with the Secretary of Agriculture under the Emergency Watershed Protection Program. The bill also requires the Secretary to identify a list of eligible measures and develop a process for sponsors to request additional measures for a specific natural disaster, to be incurred prior to an agreement. However, sponsors undertake these pre-agreement measures at their own risk, as the Secretary is not required to enter into an agreement with the sponsor.
