This bill, the Making Access To Cleanup Happen Act of 2023 (MATCH Act of 2023), amends the Agricultural Credit Act of 1978 to allow state/local governments and Indian tribes (sponsors) to incur certain "preagreement costs" for emergency watershed protection measures before entering into an agreement with the Secretary of Agriculture. The bill directs the Secretary to identify a list of eligible measures and develop a procedure for sponsors to request additional measures for specific natural disasters. If an agreement is reached, the Secretary can consider the sponsor's preagreement costs as part of their contribution to the project. However, sponsors assume the risk of any costs incurred prior to an agreement. The bill does not require the Secretary to enter into an agreement with a sponsor.
