Bill Summary

Under current law, for each pupil attending a private school under a parental choice program or the Special Needs Scholarship Program and for each pupil attending an independent charter school, the Department of Public Instruction pays a per pupil amount to the private school participating in a parental choice program or the Special Needs Scholarship Program or to the independent charter school. DPI pays the annual per pupil amount to the private school or independent charter school in four equal installments. Under the bill, if, during the school year, a pupil withdraws from a private school participating in a parental choice program or the Special Needs Scholarship Program or from an independent charter school and enrolls in a school district, DPI must pay any remaining amount due to the private school or independent charter school for that pupil to the school district in which the pupil is enrolled. LRB-4239/1 FFK:ajk&cdc 2025 - 2026 Legislature SENATE BILL 568 For further information see the local fiscal estimate, which will be printed as an appendix to this bill.

AI Summary

This bill modifies payment procedures for students who withdraw from parental choice programs, the Special Needs Scholarship Program, or independent charter schools during the school year. Specifically, if a student leaves a private school or charter school and enrolls in a public school district, the Department of Public Instruction (DPI) will now redirect any remaining per-pupil funding originally designated for the private school or charter school to the school district where the student subsequently enrolls. This applies to various educational choice programs, including the Special Needs Scholarship Program, independent charter schools established by different entities, and private schools participating in parental choice programs. The bill affects multiple sections of Wisconsin state statutes and will take effect on July 1, 2026, ensuring that school districts receive prorated funding when students transfer mid-year, which could help mitigate financial disruptions for receiving schools and provide more flexible educational options for students and families.
