Bill Summary

Under current law, for each pupil attending a private school under a parental choice program or the Special Needs Scholarship Program and for each pupil attending an independent charter school, the Department of Public Instruction pays a per pupil amount to the private school participating in a parental choice program or the Special Needs Scholarship Program or to the independent charter school. DPI pays the annual per pupil amount to the private school or independent charter school in four equal installments. Under the bill, if, during the school year, a pupil withdraws from a private school participating in a parental choice program or the Special Needs Scholarship Program or from an independent charter school and enrolls in a school district, DPI must pay any remaining amount due to the private school or independent charter school for that pupil to the school district in which the pupil is enrolled. For further information see the local fiscal estimate, which will be printed as an appendix to this bill.

AI Summary

This bill modifies how payments are handled when students withdraw from certain educational programs in Wisconsin, specifically parental choice programs, the Special Needs Scholarship Program, and independent charter schools. Under the current system, the Department of Public Instruction (DPI) pays schools in four equal annual installments. The bill establishes that if a student withdraws from a private school or charter school during the school year and enrolls in a traditional public school district, the DPI will pay the remaining scholarship or per-pupil amount directly to the school district where the student enrolls, rather than to the original private school or charter school. This change applies to multiple types of school choice programs, including the Special Needs Scholarship Program, independent charter schools, and private schools participating in parental choice programs in different jurisdictions. The bill is set to take effect on July 1, 2026, and aims to provide a clear mechanism for transferring educational funding when students change schools mid-year, ensuring that the receiving school district receives the appropriate prorated funding for the student.
