This bill expands New Jersey's list of health care services and facilities that are exempt from the certificate of need (CON) requirement, which is a process requiring state approval before certain healthcare facilities can be built or expanded, or before certain services can be offered. Specifically, the bill amends existing law to exempt increases in the level of neonatal care designation for facilities providing inpatient maternity services, such as upgrading from a basic to an intermediate community perinatal center, and also exempts increases in intensive bassinets within these facilities, provided there is no decrease in the existing number of bassinets. The bill also mandates that within 180 days of its enactment, the Department of Health must issue a call for applications for "community perinatal center - intensive" designations and for the addition of intensive bassinets to reflect the state's current needs, while clarifying that this does not limit the Department's licensing authority over bassinets.
