Bill Summary

This bill allows the Department of Transportation to issue a copy of an operator’s license or identification card in an electronic format to the person to whom the operator’s license or identification card is issued. Under current law, a licensee must have his or her license document in his or her immediate possession when operating a motor vehicle and must display the license document upon demand from a traffic officer. Under this bill, the license document may be produced in either printed or electronic format. For further information see the state fiscal estimate, which will be printed as an appendix to this bill.

AI Summary

This bill allows the Wisconsin Department of Transportation (DOT) to issue electronic copies of operators' licenses and identification cards, providing individuals with the option to have a digital version of their official identification. Under the new law, drivers would be permitted to display their license in either printed or electronic format (such as on a cellular phone) when requested by a traffic officer. The bill includes important privacy protections, specifying that when an electronic license is displayed, the officer may only view the license document and not other content on the device. The legislation also establishes a $10 fee for issuing electronic copies of both operator's licenses and identification cards. Importantly, the bill maintains the existing requirement that individuals must have their license in their possession while operating a motor vehicle, but now expands the definition of "possession" to include electronic formats. This change modernizes identification documentation practices, providing more convenience for Wisconsin residents while maintaining the essential functions of licensing and identification.
