Bill Summary

This bill allows the Department of Transportation to issue a copy of an operator’s license or identification card in an electronic format to the person to whom the operator’s license or identification card is issued. Under current law, a licensee must have his or her license document in his or her immediate possession when operating a motor vehicle and must display the license document upon demand from a traffic officer. Under this bill, the license document may be produced in either printed or electronic format. For further information see the state fiscal estimate, which will be printed as an appendix to this bill.

AI Summary

This bill allows the Wisconsin Department of Transportation (DOT) to issue electronic copies of operators' licenses and identification cards, expanding how drivers can prove their legal driving credentials. Currently, drivers must carry a physical license document, but this bill would permit them to display their license electronically, such as on a cellular phone, while establishing important privacy protections. Specifically, when a driver shows an electronic license to a traffic officer, the officer may only view the license information and is prohibited from accessing other content on the electronic device. The bill also establishes a $10 fee for obtaining an electronic copy of a license or identification card. The legislation modifies existing statutes to clarify that license documents can be displayed in either printed or electronic format, ensuring that drivers have flexibility in how they present their credentials during traffic stops or other interactions requiring proof of identity and driving authorization. This change reflects the increasing digital nature of government documents and provides more convenience for Wisconsin residents.
