This bill amends the Congressional Budget and Impoundment Control Act of 1974 to create a new process for scoring preventive health savings in proposed legislation. Under the bill, the Director of the Congressional Budget Office (CBO) can, upon request by key congressional committee members, determine whether proposed legislation would result in net budget reductions through preventive health care measures. If such potential savings are identified, the Director can prepare a budget projection that includes estimates of budget savings in the two consecutive 10-year periods starting 10 years after the current fiscal year. The bill defines "preventive health care" broadly as actions focused on protecting and promoting public and individual health through evidence-based interventions that aim to prevent disease, disability, and premature death. Importantly, any such estimates are explicitly designated as supplementary and cannot be used to determine compliance with budgetary rules. The goal of the bill appears to be encouraging a more comprehensive evaluation of long-term health cost savings from preventive health initiatives by allowing the CBO to consider extended-term projections of potential budget impacts.
